49d5b3fcdc Prevent poisoned ROADMAP ids before allocation (#3116)
Constraint: roadmap-next-id.sh must preserve single-id stdout on success while failing closed if duplicate validation cannot run.
Rejected: Relying only on CI/pre-push duplicate checks | the helper is used immediately before appending and must not certify an already-poisoned file.

Directive: Keep roadmap-next-id.sh stdout machine-clean; route validation failures and checker availability errors to stderr, and keep focused helper behavior coverage in the docs/ROADMAP CI path.

25ee5f3d30 Prevent helper-era ROADMAP id collisions before review (#3115)
Add a lightweight ROADMAP duplicate-id guard and wire it into the low-risk docs/pre-push paths so optimistic append collisions introduced after the next-id helper are caught before merge.

Constraint: Current ROADMAP contains legacy numbered lists and pre-helper duplicate low ids, so the default guard checks helper-era ids >=723 while preserving --min-id 1 for a future strict audit.
Rejected: Fail CI on every numeric duplicate in the whole historical ROADMAP | current main would fail before this PR because old prose/list numbering is already duplicated.

920d5c6c3a Catch stale Rust compile drift before push
Add a repository-local pre-push gate that runs the locked Rust workspace build from the repo root, plus concise install and verification docs for maintainers.

Constraint: ROADMAP #694 requires a local installable hook artifact only; branch protection remains external.
Rejected: CI or branch-protection changes | outside the requested local pre-push gate scope.

499125c9a3 ci: fix rust.yml working-directory — set defaults.run.working-directory to rust/
All cargo commands were running from repo root where no Cargo.toml exists.
This was causing build/test/clippy/fmt failures for every PR with Rust changes.
Fixes: #3095, #3096 CI failures.

2c601ef22d Gate issue and PR triage on evidence
G011 W3 needs non-destructive anti-slop issue and PR triage templates plus a fresh PR/issue snapshot so the leader can complete the aggregate gate without merging or closing from a worker lane.

Constraint: Worker lanes must not mutate .omx/ultragoal or merge/close remote PRs/issues; task 3 claim conflicted, so task 6 carried this support slice.

Rejected: Remote PR/issue mutation from the worker lane | Maintainer-owned approval is required for merge/close actions.

Confidence: high

Scope-risk: narrow

Directive: Refresh the GitHub snapshots at final gate time because the documented counts are point-in-time evidence, not terminal proof.

Tested: python3 .github/scripts/check_doc_source_of_truth.py; ruby YAML parse of .github/ISSUE_TEMPLATE/anti_slop_triage.yml; git diff --cached --check; cargo check --workspace; cargo test --workspace (fails only existing rusty-claude-cli tests resume_usage_mentions_latest_shortcut and session_lifecycle_prefers_running_process_over_idle_shell, reproduced individually).

Keep the integrated G011 worker outputs buildable and whitespace-clean before final stream verification.

Constraint: worker auto-checkpoints left a test-scope import gap and committed trailing whitespace.

Rejected: waiting for another worker auto-merge | leader verification already identified the narrow repair.

Directive: preserve the ACP unsupported JSON contract and anti-slop template cleanliness when editing G011 artifacts.

99efb2131e Ensure release docs are auditable before Windows adoption
Add the missing repository policy files and a dependency-free release-readiness validator so Windows/install release docs have a local and CI-friendly policy/link/command safety gate.

Constraint: G009 worker-4 scope requires license, contribution, security, support, conduct, docs link, and command-example validation without mutating .omx/ultragoal.

Rejected: relying on manual review only | release-readiness docs need a repeatable local check.

Directive: Keep release policy links and command examples covered by .github/scripts/check_release_readiness.py when adding new onboarding docs.

7d859ae8a2 Close Windows release artifact verification gap
G009 Stream 8 acceptance requires a Windows release artifact quickstart with checksum evidence, not just source-build docs. Add Windows release asset packaging and make the release-readiness check assert the workflow/docs contract.

Constraint: Stream 8 requires release artifact quickstart with checksums and no-credential smoke paths.

Rejected: Documenting a future Windows asset without workflow support | would leave acceptance unverifiable.

19c6b29524 Close the clawability backlog with deterministic CLI output and lane lineage
Finish the remaining roadmap work by making direct CLI JSON output deterministic across the non-interactive surface, restoring the degraded-startup MCP test as a real workspace test, and adding branch-lock plus commit-lineage primitives so downstream lane consumers can distinguish superseded worktree commits from canonical lineage.

Constraint: Keep the user-facing config namespace centered on .claw while preserving legacy fallback discovery for compatibility

aea6b9162f Keep Rust PRs green with a minimal CI gate
Add a focused GitHub Actions workflow for pull requests into main plus
manual dispatch. The workflow checks workspace formatting and runs the
rusty-claude-cli crate tests so we get a real signal on the active Rust
surface without widening scope into a full matrix.

Because the workspace was not rustfmt-clean, include the formatting-only
updates needed for the new fmt gate to pass immediately.

Constraint: Keep scope to a fast, low-noise Rust PR gate
Constraint: CI should validate formatting and rusty-claude-cli without expanding to full workspace coverage
Rejected: Full workspace test or clippy matrix | too broad for the one-hour shipping window
Rejected: Add fmt CI without reformatting the workspace | the new gate would fail on arrival
